The Collapse of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of opposing developments captured the harsh reality of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from different nations. Significant resources is devoted on managing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the key method for achieving "resolution".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a ability provided through timely intelligence. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: perhaps the hostile projectile won't cause damage this time, protecting urban areas from devastation and further power outages.

Persistent Threats

Soon after, a large-caliber weapon fired at a aerial vehicle close by, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its destination.

Periodically, this carried on until dawn. Kyiv awoke to the early updates: several casualties, destruction and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to replace in the immediate future.

Failed Diplomacy

The comprehensive proposal from US administration provoked deep reactions, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This trend will, certainly, persist.

Strategic Calculations

It is tempting to accuse specific actors of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.

The challenge is that while acknowledging this situation, US leadership does minimal to discourage Russia, through diplomacy or military means, from believing that the status quo will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but preventing a entire defensive failure until situations evolve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: personal goals to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all served their function.

While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on sustained allied backing.
